"The prosecution's hundred thousand pages of investigative records overwhelm the limited grand jury materials," stated the magistrate in his judgment, stating that the petition appeared to be a "detour" from disclosing files already in the government's possession.

The confidential documents primarily consist of the account of an FBI agent, who served as the lone witness in the federal jury hearings and reportedly had "limited personal awareness of the facts of the case" with testimony that was "primarily secondhand."
